The Pool and Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub and spa industry, will soon hold an upcoming review and revision of ANSI/APSP/ICC-13 2017 American National Standard for Water Conservation Efficiency in Residential and Public Pools, Spas, Portable Spas and Swim Spas. The PHTA also calls for Subject Matter Expert (SME) participation in the new PHTA-13 Standard Writing Committee (SWC).
The PHTA-13 SWC will revise the standard, which addresses the efficient use and conservation of water for residential and public pools, spas, portable spas and swim spas. It is also intended to assist local jurisdictions and other regulatory bodies where necessary in their water conservation efforts during drought and impending drought conditions.
With the world placing increasing demands on finite water resources, the responsible use of water is an increasingly urgent concern for governments, non-governmental organizations, industrial and corporate users and private individuals, according to the alliance. Major corporations that make significant use of large quantities of water are incorporating water usage and energy efficiency into their corporate social responsibility reporting metrics. The PHTA-13 standard demonstrates the pool and hot tub industry’s commitment to water conservation.
The SWC will meet under the American National Standards Institute (ANSI) periodic maintenance process to review and consider revisions to the standard. SMEs who would like to serve on the SWC must be willing and able to actively participate in the language drafting process and have a working understanding of the current standard. The anticipated timeline for this project is approximately one year.
All stakeholders, including pool builders, manufacturers, pool service companies, testing laboratories, certifying bodies, pool designers, public health and building code officials, local municipalities, pool and spa operators and the general public are invited to apply to serve on the PHTA-13 SWC. PHTA seeks to establish a diverse SWC, ensuring a reasonable balance between all interest categories, individuals and organizations. Some priority will be given to applicants who have experience using, applying and enforcing the APSP-13 2017 Standard. Interested individuals can read more about how to participate in the process or complete the application to serve as a PHTA-13 committee member at the PHTA’s application webpage PHTA’s application webpage.
Interested parties who may not be SMEs or active users of the standard are encouraged to attend meetings as observers throughout the revision process.
Stakeholders are also invited to submit change requests to the existing APSP-13 Standard for inclusion in the revised standard. These change requests will be reviewed by the PHTA-13 SWC. Change requests must be submitted by May 14, 2025, to be considered during this revision cycle.
Completed SWC application forms must be submitted to PHTA by May 14, 2025.
