PHTA to review ANSI/APSP/ICC-3 standard for residential spas and swim spas

The Pool and Hot Tub Alliance (PHTA) announced the upcoming review and revision of ANSI/APSP/ICC-3 2014 (R2023) American National Standard for Permanently Installed Residential Spas and Swim Spas and calls for participation in the new PHTA-3 Standard Writing Committee (SWC).

The PHTA-3 SWC will revise the standard, providing recommended minimum guidelines for the design, equipment, operation and installation of permanently installed residential spas and swim spas. The standard is also projected to help local jurisdictions and other regulatory bodies in the development, promulgation and enforcement of criteria for permanently installed residential spas and swim spas.

The SWC will convene as part of the American National Standards Institute (ANSI) periodic maintenance process to review and evaluate potential updates to the standard. Subject matter experts (SMEs) and other stakeholders interested in joining the SWC should be prepared to actively engage in drafting language and possess a solid understanding of the current standard. The anticipated timeline for this project is about one year.

Stakeholders including designers, builders and manufacturers of residential swimming pools, spas and hot tubs; equipment and component manufacturers; regulatory bodies; building code officials; and consumers are invited to apply to serve on the PHTA-3 SWC. PHTA aims to establish a diverse SWC, ensuring a reasonable balance between all interest categories, individuals, and organizations. Some priority will be given to applicants who have experience using, applying and enforcing the APSP-3 2014 (R2023) standard. Read more about how to participate in the process, or complete the application to serve as a PHTA-3 committee member here. 

Individuals who are not SMEs or regular users of the standard are still encouraged to participate as observers during the revision process meetings.

Stakeholders are also invited to send change requests to the existing APSP-3 standard for inclusion in the revised standard. These change requests will be reviewed by the PHTA-3 SWC. Change requests can be submitted here and must be submitted by Sept. 12, 2025, to be considered during this revision cycle.

Completed SWC application forms must be submitted to PHTA by Aug. 8, 2025.
