Joshua Mitchell, a former mayor of Sanger, Calif., and owner of JDM Landscape in Sanger, Calif., has been spotted in Ukraine, according to KMPH in Fresno, Calif. This comes as Mitchell’s company has received several complaints and lawsuits, including one from Vatche Moukhtarian, the station reports.
Moukhtarian alleges Mitchell’s company of causing an estimated $200,000 in damages to his backyard following a remodel. The lawsuit also alleges Mitchell of sending a fake building inspector to sign off on the project.
In addition to the lawsuit from Moukhtarian, Mitchell has a pair of small claims judgments against him, each for under $5,000.
The Fresno Bee confirmed that the man in a tweet from Paul Waldie, of The Globe and Mail, was Mitchell.

“He didn’t say much,” Jeremy M. Dobbins, Mitchell’s attorney, told The Bee. “He just feels people need to step up. We didn’t have a lot of conversation about it.”
Waldie told KMPH that Mitchell “mentioned his landscaping company during their conversation in Ukraine.” Mitchell reportedly told Waldie that he “put together enough cash to keep employees going for three months while he’s gone.”
KMPH has not located any records showing previous military service from Mitchell.
